OTTAWA - About 100,000 immigrants will be allowed to apply to Canada under an easier set of rules, Immigration Minister Denis Coderre announced Thursday.

A tougher immigration law that became effective in the spring of 2002 had required that backlogged applicants qualify under the new rules.
Critics had complained that this was unfair to applicants who had applied before the rules came into effect.
"We are meeting the needs of many new immigrants coming to Canada," Coderre said Thursday.
Coderre also announced he's lowering the pass mark for assessing immigrants.
Applicants requiring 75 points in a rating system measuring education and job skills can now qualify with 67 points.
