Quebec
Skilled Worker/Professional applicants intending to reside in Montreal or another city in the Province of Quebec are selected based upon a different set of criteria than applicants who wish to settle elsewhere in Canada. Successful applicants destined to Quebec are issued a Quebec Certificate of Selection. They must then successfully complete medical and security examinations conducted by the Canadian government in order to be granted a Canadian Immigrant Visa.
The Quebec Government selects applicants based upon factors relating to age, education, work experience, French language ability and ties to Quebec. The selection system is, in theory, designed to indicate the likelihood of succeeding in settling in the Province of Quebec. The Quebec selection process is divided into two stages which may be summarized as follows:
Stage One: Employment Experience
In this first stage, applicants must satisfy ONE of the following three tests:
• They must have at least six months of full-time work experience in an occupation that the Quebec Government has determined is in high demand; OR
• They must have at least six months of full-time experience in any occupation, and they must also have assured employment in Quebec; OR
• They must have at least six months of full-time experience in any occupation (other than an occupation that the Quebec Government has determined is not in demand), and they must also score at least 30 points on an Employability and Professional Mobility Assessment, which is still part of this first stage.
Under each of the above three tests, applicants must satisfy all of the minimum education and work-related requirements set out in the Canadian National Occupational Classification (NOC) for their occupations. The NOC is a compilation of all occupations and their minimum education requirements; the NOC also describes the specific duties of each occupation.
Applicants who satisfy any ONE of these three tests then proceed to the second stage of the Quebec selection process.

Stage Two: Qualifications
Applicants who succeed in the first stage of selection are then assessed based upon a second series of factors. Each factor is allotted a maximum number of points, and applicants must attain at least 65 points (70 points if they are married) in order to qualify for a Quebec Certificate of Selection.
These stage two factors may be summarized as follows:
1Training:
Applicants are awarded up to 17 points under the Training Factor.

2Employment:
Applicants are awarded up to 15 points under the Employment Factor.

3Experience:
Applicants are awarded up to 10 points under the Experience Factor.

4Adaptability:
Applicants are awarded up to 31 points under the Adaptability Factor.

5Age:
Applicants are awarded up to 10 points under the Age Factor.

6Knowledge Of languages:
Applicants are awarded up to 23 points under the Knowledge of Languages Factor.

7Spouse's Characteristics:
Applicants are awarded up to 17 points under the Spouse's Characteristics Factor.

8Children:
Applicants are awarded up to 8 points under the Children Factor.

9Financial Autonomy Capability:
Applicants are awarded 1 point if they satisfy the minimum criteria under the Financial Autonomy Capability Factor.


1# The Educational Training Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. Up to 19 points are awarded under the Educational Training Factor on the following basis:
Schooling:

4 points The applicant has completed a one-year post-secondary program

4 points are awarded to applicants who have university or non-university training in a preferred training field
Under the Quebec selection process, Skilled Worker/Professional applicants intending to reside in Montreal or another city in the Province of Quebec are awarded points if they have been educated in a field which the Quebec Government has determined requires high-skills and offers strong prospects for employment in the Province of Quebec. The education must be equivalent to the level of education available in the Province of Quebec. The following is a list of Preferred Educational Training fields:

2# The Employment Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. Unless at least 8 points are awarded under the Employment Factor, the application will be automatically refused. Points are awarded under the Employment Factor on the following basis:
• 8 points are awarded to applicants who have at least six months of full-time experience in any occupation (other than an occupation that the Quebec Government has determined is not in demand) and who also scored at least 30 (35 points if married) points on the Employability and Professional Mobility Assessment during the first stage of the Quebec selection process

• 12 points are awarded to applicants who have at least six months of full-time work experience in an occupation that the Quebec Government has determined is in high demand

• 15 points are awarded to applicants who have at least six months of full-time work experience, and who also have assured employment
Assured Employment is a process by which a Quebec Government body determines whether a particular permanent job offer made by a Quebec employer to a foreign individual should be approved. The job offer must be for full-time employment in a high-skilled occupation. The proposed employer must have been in business for at least 12 months and must promise to reserve the position for the applicant. There must be no labor dispute at the place of the intended employment. The proposed occupation must be one for which the Quebec Government has determined there is a workforce scarcity or, alternatively, the proposed employer must be able to demonstrate that a reasonable effort has been made to hire Quebec residents who are qualified or who could be trained for the position within a year at most
3# The Experience Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. Unless at least one point is awarded under the Experience Factor, the application will be automatically refused. Up to 10 points are awarded under the Experience Factor on the following basis:

4# The Adaptability Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. In theory, this factor is supposed to reflect the applicant's likelihood of successfully settling in Quebec. In practice, points awarded are highly discretionary and difficult to predict. Up to 19 points are awarded under the Adaptability Factor on the following basis:
Personal Qualities: Up to 6 points are awarded based upon the applicant's personal qualities
Motivation: Up to 2 points are awarded based upon the applicant's motivation

Knowledge of Quebec: Up to 2 points are awarded based upon the applicant's knowledge of Quebec

Previous Stay in Quebec: Up to a maximum 6 points are awarded based upon the applicant's previous stays in Quebec as follows:

2 points The applicant has visited Quebec for two weeks to three months

Relationship with Quebec Residents: Up to a maximum of 3 points are awarded based upon the applicant's relationship with Quebec Residents as follows:

5# The Age Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. Up to 10 points are awarded under the Age Factor on the following basis:

4 points 38 years old
2 points 39 years old
1 point 40 – 45 years old
0 points 46 years old or older , or
19 years old or younger



6# The Knowledge of Languages Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. Up to 24 points are awarded under the Knowledge of Languages Factor on the following basis:
• Up to 8 points are awarded depending upon the applicant's level of French language comprehension
• Up to an additional 8 points are awarded depending upon the applicant's level of French language oral expression
• Up to an additional 3 points are awarded depending upon the applicant's level of English language comprehension
• Up to an additional 3 points are awarded depending upon the applicant's level of English language oral expression
• An additional 2 points are awarded if the applicant has completed studies in French at a secondary or post-secondary level
7# The Spouse's Characteristics Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. Up to 11 points are awarded under the Spouse's Characteristics Factor on the following basis:

8# The Children Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. Up to 8 points are awarded under the Children Factor on the following basis: 4 points
• 2 points are awarded for each child 12 years old or younger
• 1 point is awarded for each child between the ages of 13 and 17
9# The Financial Autonomy Capability Factor is one of the nine factors for which points are awarded during the second stage of the Quebec selection process. If the single point available under the Financial Autonomy Capability Factor is not awarded, the application will be automatically refused.
One point is awarded under the Financial Autonomy Capability Factor if the applicant has sufficient transferable funds to support his or her family in Quebec for at least three months. The amount of required minimum funds increases depending upon the size of the applicant's family, and is adjusted from time to time by the Quebec Government to take into account changes to the cost of living in Quebec.
Depending on changes to the cost of living in the Province of Quebec, the Quebec Government constantly updates the minimum amount of settlement funds which a prospective immigrant intending to reside in Montreal or another city in the province of Quebec must possess. The following chart represents the current minimum amounts established by the Quebec Government, which vary depending upon the size of the family unit and the age of the family members.

Quebec Skilled Worker/Professional Selection Criteria - Employability and Professional Mobility Assessment

The evaluation of Skilled Worker/Professional applicants intending to reside in Montreal or another city in Quebec is a two stage process. During the first stage of evaluation, applicants who do not have assured employment or six months experience in an occupation which is in high demand must be assessed as to their Employability and Professional Mobility. Under the Employability and Professional Mobility Assessment, applicants must score at least 30 points (35 points if married) to proceed to the second stage of the selection process. Points are awarded on the following basis:
Education (Maximum Points: 19) Up to 19 points are awarded for Education (Note: all education programs must have required full-time study):
